Bitrate estimation for P-frames in rho domain

This paper presents test results of using local bitrate estimation instead of basic rate control algorithms for video sequences with intra-frame prediction. Local bitrate estimation enables inter and extrapolation of rho-rate function in neighbourhood of currently used QP. This approach simplifies rate control process by excluding complex error-based operations.
